ARIZONA CITY SANITARY DISTRICT

 Schedule of Rates, Fees and Charges

 

                                                                              October 1, 2009 

(Unless otherwise noted)

 

 

1.         To set the amount of a User Fee which fee represents a proportional share of the cost of the operation, maintenance, and replacement of the wastewater collection and treatment system.  These User Fees shall be billed monthly to the property owner or property owner designee at the end of each month as follows:

 

            A.         Residential

                        R1 - Single Family Dwelling                            $   24.00

                        R2 - Multi-Family Dwelling                              $   24.00 (per   tenancy)

                        R3 - Mobile Home Parks                                 $   24.00

 

All residential dwelling units as well as residential Multi-Family Dwelling units and commercial units with common sewer connections will be billed collectively to the property owner, Homeowners Association or Management Company only.

 

            B.        Commercial

                        C1  -  General                                                 $   28.40

                        C2  -  Special                                                  $   37.20

                        C3  -  High Volume                                          $   72.40

                        C4  -  RV Parks                                               $   15.20

 

            C.        Industrial

                        I1  -  Low Volume                                            $  35.00

                         Or BOD less than 300 ppm

                        I2  -  High Volume                                            $  72.40

                          Or BOD over 300 ppm

 

            D.        Special

                        S1  -  Elementary School                                $450.00

                        (Max 750 students and 800 gallons per student per month)

 

 

2.         To set the amount of the Availability Fee at $48.00 per year, billed annually.  The Availability Fee is to be levied against all property (tax parcel number) in the District which is NOT connected to the District's sewer system but which lies adjacent to a sewer line for the benefit to that particular parcel of real property having the sewer line and capacity in the wastewater treatment and collection system to accommodate the development of said property.

 

3.         Sewer Service Connection Permit:          

           

            A.         To set the amount of the Hook-up Fee at $2,100.00 per connection to the District's sewer system.  Said fee does not include the cost of the actual physical connection, but does include physical inspection and administrative costs.  Said fee shall be payable upon application for connection to the District's sewer system.

 

 

 

 

            B.        To set the amount of the Capacity Fee at $2,600.00 per tenancy to cover the costs of capacity in the District's treatment plant required to treat the flow of sewage which enters the sewage system from a particular sewer connection.

 

4.         Miscellaneous Fees:

 

            A.         Late Fee:  Remains unchanged at $5.00 or 1.5% whichever is greater and is charged to accounts where payments are made after the stated due date.

 

            B.        Disconnect / Reconnection Fee:  Remains unchanged at $1,200.00.  This fee, plus the actual fees owed on the account, must be paid for reinstatement of service if the District terminated service for non-payment or violation of District regulations.  This fee may be reduced to $300.00 plus the actual fees owed on the account where an Elder Valve has been installed by the home builder and the customer does not attempt to bypass the disconnection.

 

            C.        Return Check Fee:  Remains unchanged at $25.00 on all returned checks.  Bad Checks are now also reported to the Pinal County Attorney's Office.

 

            D.        Other Services:  All other services performed by the District (e.g., plan reviews, site evaluations, construction inspections, monitoring inspections, follow-up inspections, etc.) will continue to be billed at the actual cost incurred by the District plus ten percent (10%) of the actual costs incurred to recoup costs associated with administrative overhead.

 

            E.         Live Oak Subdivision Surcharge:   A surcharge fee of $1,000.00 will be added to the Sewer Service Connection Permit Fee for the Live Oak Subdivision to recover District costs to correct deficiencies to the Phase 1 Sewer Infrastructure.

 

 

5.         Terms:

 

            A.         For new construction, the User Fee shall commence the earlier of:  three (3) months from the date of issuance of the Sewer Service Connection Permit or, the first day of the month following the date of inspection.

 

            B.        Sewer Service Connection Permit fees shall be payable upon application for connection to the District's sewer system.

 

            C.        A Sewer Service Connection Permit shall not be issued by the District until all delinquent fees on all accounts owned by the applicant or owner, if any, are paid in full.

 

            D.        Classification of customers and computation of fees shall continue to be governed by the District's Sanitary Code and the resolutions of the Board of Directors, as amended from time to time by the Board.
